Causes of the Event

Question : What caused this event? Explain the history behind the event and what may have led up to this event occurring.

A UPS driver was delivering a package to the warehouse and discovered that it had broken open, revealing illegal guns, black powder, and grenades.  The driver reported it to the Bureau of Alcohol, Tobacco, Firearms, and Explosives.  They issued a warrant to search and seize any illegal weapons.
